Expand cross-border e-commerce exports and optimize overseas warehouse layout

Recently, with the approval of the State Council, nine departments including the Ministry of Commerce and the National Development and Reform Commission jointly issued the "Opinions on Expanding Cross border E-commerce Exports and Promoting Overseas Warehouse Construction".

 

The head of the Foreign Trade Department of the Ministry of Commerce stated that the collaborative linkage between cross-border e-commerce and new foreign trade infrastructure such as overseas warehouses, reducing intermediate links and reaching consumers directly, is conducive to promoting the optimization of foreign trade structure and stable scale, and is conducive to creating new advantages in international economic cooperation.

 

Adapting to the consumption needs of the international market, China's cross-border e-commerce trade continues to grow steadily. In the first quarter of this year, cross-border e-commerce accounted for 7.8% of exports, driving export growth by over 1 percentage point. China's cross-border e-commerce entities are active, with a service network covering over 200 countries and regions. However, they still face problems and challenges such as the need to improve their capabilities, expand financing channels, and further optimize regulatory services. In this context, the Ministry of Commerce, together with relevant departments, conducted special research and formed opinions on the demands of industry enterprises.

 

The opinions include 15 measures in five aspects:

Actively cultivate cross-border e-commerce business entities. Focusing on the construction of main capabilities, supporting the development of cross-border e-commerce empowering industries, supporting enterprises to "explore overseas", strengthening industry organization construction and talent cultivation, and continuously promoting brand building.

 

Increase financial support. Smooth financing channels for cross-border e-commerce enterprises, optimize cross-border fund settlement services, promote cost reduction and efficiency increase in cross-border e-commerce supply chains, and facilitate enterprise financing.

Strengthen the construction of relevant infrastructure and logistics system. Promote the high-quality development of cross-border e-commerce overseas warehouses, enhance logistics support capabilities, assist cross-border e-commerce related enterprises in going global, and consolidate the foundation for development.

 

Optimize regulation and services. Optimize cross-border e-commerce export supervision, enhance cross-border data management and service levels, and create a favorable environment.

 

Actively carry out standard rule construction and international cooperation. Accelerate the construction of standards in the field of cross-border e-commerce, improve the compliance and operational level of enterprises, continuously deepen international exchanges and cooperation, and share development achievements with relevant countries.

 

Next, the Ministry of Commerce stated that it will work with relevant departments and units to host key exhibitions such as the Canton Fair and the Digital Trade Fair, support the improvement of the level of local cross-border e-commerce exhibitions based on market-oriented principles, promote further optimization of overseas smart logistics platform functions, and provide more display and docking platforms for enterprises.
